Africa's Richest Man Slams NNPC Environment and Regulatory 'Mismatch'

Africa’s richest man and industrial titan, Aliko Dangote, has delivered a scathing assessment of Nigeria's oil sector, declaring that the current business and regulatory environment makes the nation’s refineries practically unsellable—even if the Nigerian National Petroleum Corporation (NNPC) Limited put them up for sale.

Speaking at a press briefing in Lagos, Dangote argued forcefully that the operating conditions are so unfavorable that no serious investor would dare commit funds to the refinery sub-sector.

“Even if the NNPC today wants to sell the refineries, there can never be a buyer. Why? Because the environment is not conducive for anybody to come and put their money and set up a refinery,” he stated emphatically.

Dangote went further, directly blaming a major policy flaw under the immediate past administration of former President Muhammadu Buhari. He accused the government of regulatory mismanagement, arguing it was a "big mistake" to appoint a "trader as a regulator."

“A trader can never be a regulator, and I think that was a a mismatch,” Dangote added, noting that this decision created the difficult investment climate that is currently discouraging both local and foreign capital.

Dangote concluded with a sober warning, stating that the regulatory crisis is making the country pay a "bigger price," hindering investment in Nigeria's existing 445,000 bpd capacity facilities located in Port Harcourt, Warri, and Kaduna.
