Controversial Counter-Insurgency Policy Under Scrutiny

A prominent legal practitioner, Nnadiume Awforkansi, has ignited a firestorm of controversy by fiercely criticizing a security decision allegedly made during the tenure of former President Muhammadu Buhari regarding arrested Boko Haram members. Awforkansi claims the administration proposed a policy to send captured insurgents to "retreats" for retraining, with the startling goal of potentially re-integrating them into the Nigerian Army.

In an assessment of Nigeria’s counter-insurgency strategy, Awforkansi, speaking on Signature TV (from the 5:04 mark), expressed the deep concern and confusion this policy generated among citizens, especially those directly ravaged by the violence in the North-East.

"When soldiers arrested some members of Boko Haram sect, Buhari said they should undergo retreats so that they retrain them and re-integrate them into Nigerian Army," Awforkansi stated.

The legal expert argued that for families who have suffered immense loss of life and property at the hands of the sect, the idea of rehabilitating and possibly commissioning the fighters who caused their pain is incomprehensible and deeply troubling.

While acknowledging that deradicalisation and reintegration programs exist as part of global counter-terrorism efforts, Awforkansi insisted that the Nigerian approach lacked essential components: transparency, accountability, and justice for victims.

He questioned the efficacy and safety of such a swift integration process, warning that a failure to communicate the clear rationale behind the policy only fueled public distrust and fear.

Awforkansi concluded with a strong appeal to current and future governments: prioritize a victim-centred approach to security. He stressed that reconciliation efforts must always be balanced with the need for justice, urging policymakers to review past strategies to build greater public confidence in the ongoing war against terrorism.
